President Kagame Appoints New Deputy Cabinet Directors
President Paul Kagame has appointed two senior officials to Deputy Director of Cabinet positions in the executive branch, according to an official communiqué issued today.
New Appointments
Col Regis Rwagasana Sankara has been appointed Deputy Director of Cabinet in the Office of the President (Mod) , while Ms. Viviane Mukakizima has been appointed Deputy Director of Cabinet in the Office of the Prime Minister (allAfrica.com).
The appointments were made under Article 112 of Rwanda’s Constitution and took immediate effect on October 10, 2025.
Col Regis Rwagasana Sankara’s Background
Col Sankara was promoted from Major to Lieutenant Colonel in September 2025 (Mod) . He previously served as Executive Office Security Liaison in the President’s Office and graduated as the best overall student from the Rwanda Defence Force Command and Staff College in 2019 (IGIHE) . He also studied at the Royal Military Academy Belgium (IGIHE).
Viviane Mukakizima’s Career
Ms. Mukakizima previously served as Director General of Communications in the Office of the President (allAfrica.com) . In 2021, she was appointed Director-General of Communications in the Office of the President (KT PRESS) , and she has worked in communications in the Office of the President since 2012, with a strong background in media including previous work with Reuters (Webrwanda).
In November 2024, she was appointed Vice Chairperson of the Rwanda Broadcasting Agency (RBA) Board (Webrwanda).
Government Structure
Deputy Directors of Cabinet hold senior administrative positions within Rwanda’s executive branch, working directly under the President and Prime Minister’s offices to coordinate government operations and policy implementation.
